Fulfill 2026 Capacity Building Grant Frequently Asked Questions

What is the Capacity Building Grant?
Fulfill’s Capacity Building Grant helps emergency food programs strengthen their ability to provide food safely, effectively, and with dignity. Funding may support eligible food purchases, equipment, technology, supplies, and other improvements that help organizations serve their communities. 

Who can apply? 
Organizations may apply if they:

  • Provide emergency food assistance or operate a hunger-relief program 
  • Serve residents of Monmouth or Ocean County 
  • Are a 501(c)(3) organization 
  • Can meet the grant’s food safety,  nondiscrimination, recordkeeping, reporting, and monitoring requirements 
  • Are in good standing with applicable state and federal regulatory bodies 
  • Are not suspended, debarred, or otherwise prohibited from doing business with the State of New Jersey 

Per a State of New Jersey requirement for this grant, organizations that previously received an award through Fulfill’s FY2026 (July 1, 2025 -June 30, 2026) Capacity Building Grant Program are not eligible to receive an additional award under this funding opportunity. Can any organization apply? 
Yes. Organizations do not need to be current Fulfill network partners to apply. 

Can we request both food and equipment? 
Yes. An organization may request food purchases, capacity-building items or equipment, or both in one application. 

Do we need three quotes? 
Yes. Applicants must provide three price quotes or cost estimates from three different vendors or sources for each requested food item or piece of equipment. Applications missing required quotes will be considered incomplete and may not be reviewed. 

What counts as a quote or cost estimate? 
Examples include: 

  • Vendor quotes 
  • Invoices 
  • Website pricing 
  • Screenshots 
  • Photos of prices at a store 

 Cost estimates should include applicable shipping, delivery, installation, equipment removal, and other necessary fees. 

What is the deadline to apply? 
Applications are due by Friday, August 14, 2026, at 11:59 p.m. Applications sent by mail or hand-delivered must be received by Fulfill before the deadline. Please note that our physical office closes at 4:30 p.m. A postmark by the deadline is not enough. Items not received physically prior to closing can still be submitted electronically until 11:59 p.m. that day to be eligible.

How can we submit an application? 
Applications may be completed electronically using the fillable PDF or completed by hand.

When will applicants be notified? 
Fulfill expects to notify all applicants of their award status by Tuesday, August 25, 2026. Applicants that are selected will receive an award letter outlining approved purchase request(s).  Applicants that are not selected will be told why their proposal was not awarded or was found ineligible. 

Do we need to provide a 501(c)(3) determination letter and W-9? 
Yes. Organizations selected for funding must provide: 

  • A current copy of the organization’s IRS 501(c)(3) determination letter or other form of proof 
  • A current and completed W-9 form  

These documents must be provided before reimbursement or direct vendor payment can be processed. 

When must approved purchases be completed? 
All approved purchases must be purchased, received, and documented by Tuesday, September 15, 2026. Applicants should only request food, items, or equipment that can realistically be received by this deadline. 

Where can we ask additional questions? 
Questions may be submitted through Fulfill’s Capacity Building Grant online question form using this link (our preferred method) or to net@fulfillnj.org between July 20 and July 31, 2026. Answers to submitted questions will be posted on Fulfill’s website by August 7, 2026.
